Low-res video to DVD or VHS?

I'm trying to find a way to get low res streaming or mpeg files onto VHS or DVD. I want to get a full screen picture and have the system 'clean up' or enhance the enlarged video to make it a bit more presentable. Any suggestions on a solution?

Look at VLC. You actually take streaming files and encode them in real time to a format of your choice. When you go to open up your stream you'll see at the bottom of VLC an option to stream output. This will allow you to stream to a file in numerous formats.
