This 26" HDTV is on sale at C.City for $399 this week($200 price drop), but it's confusing me because at C.City it's says this about upconverting SDTV signals:

http://www.circuitcity.com/ssm/Panasonic-26-HDTV-Monitor-CT-26WX15-/sem/rpsm/oid/123799/catOid/-12867/rpem/ccd/productDetail.do

"Enhanced picture: Even without an HD receiver, the picture will sparkle. The progressive-scan doubler upconverts standard video signals to enhanced definition format, while the digital comb filter and velocity scan modulation work to deliver a perfect picture every time."

Now, at the Panasonic website it says nothing of this(from what i can see).

So does this upconvert SDTV or not?

Also, since it says progessive scan doubler, i'm gathering this means upconverting from 480p to 960i? or does it mean from 480i to 480p?
(My 27" HDTV Samsung 03' model does convert 480i to 480p and it really helps out on my eyes<--much less flicker)

TIA guys, this is confusing me, and i need to make a choice in the next few days.

only the Sonys upconvert to 960i
the panasonic uses a line doubler to make 480i, 480p
